Prof. Dr. Artan Hoxha
Prof. Dr. Artan Hoxha is a member of the Supervisory Council of the Bank of Albania since December 2018.
Biography and Professional Career
Prof. Dr. Artan Hoxha graduated in 1983 from the Faculty of Law, University of Tirana, and completed his postgraduate studies on Council of Europe Conventions focusing on criminal matters at the Leiden Law School, the Netherlands , in 1995.
He earned the title “Professor” in 2015.
He started his professional career as a Prosecutor at the District Prosecution Office in Lushnjë and was later appointed as Prosecutor at the General Prosecution Office.
During the period 1992-1994, he served as a Specialist at the Directorate of Codification at the Ministry of Justice and, during 1997-1999, as Director of the Directorate.
During the period 1999-2008, he served as a Judge of the Supreme Court.
From 2016 to 2020, he served as Dean of the Faculty of Law, University of Tirana .
Since 1997, Prof. Dr. Hoxha has been lecturing as an external professor at the Albanian School of Magistrates and, since 1998, he has been teaching “Criminal Procedural Law” at the Faculty of Law of the University of Tirana.
During his professional career, he has served in several working groups and committees on the development of legislation in Albania.
- Member of the working group for the Drafting of the Criminal Procedure Code (1992-1994).
- Member of the Legal and Institutional Reform Commission established at the Ministry of Justice (2004-2006).
- Chairman of the Legal Services Commission of the National Judicial Conference (2001-2008).
- Member of the Committee of Experts on the Operation of European Conventions on Cooperation in Criminal Matters (1997-2003).
Since 2004, he has served as a training expert of the Council of Europe on criminal matters and the judiciary, both in Albania and abroad.
Prof. Dr. Artan Hoxha is the author of a series of monographs and research papers and co-author of the Commentary on Criminal Procedure in the Republic of Albania .
