Prof. Dr. Artan Hoxha is a member of the Supervisory Council of the Bank of Albania since December 2018.

Prof. Dr. Artan Hoxha graduated in 1983 from the Faculty of Law, University of Tirana, and finished his postgraduate studies on Council of Europe Conventions focusing on criminal matters, at the Leiden Law School, the Netherlands, in 1995. He earned the title “Professor” in 2015.

He started his professional career as a Prosecutor at the District Prosecution Office in Lushnjë and was later appointed as Prosecutor at the General Prosecution Office. During the period 1992-1994, he served as a Specialist at the Directorate of Codification, at the Ministry of Justice and in 1997-1999 as its Director. In the period 1999-2008, he was a judge of the Supreme Court.

As of 2016-2020, he was the Dean of the Faculty of Law, University of Tirana.

Since 1997, Prof. Dr. Hoxha has been lecturing as an external professor at the Albanian School of Magistrates and, since 1998, he has been teaching “Criminal procedural law” at the Faculty of Law of the University of Tirana.

During his professional career, he has served in several working groups and committees on the development of legislation in Albania. More specifically, he served as a member of the working group for the Drafting of the Criminal Procedure Code (1992-1994), member of the Legal and Institutional Reform Commission established at the Ministry of Justice (2004-2006), Chairman of the Legal Services Commission of the National Judicial Conference (2001 – 2008), Member of the Committee of Experts on the Operation of European Conventions on Cooperation in Criminal Matters (1997-2003).

He is a training expert – since 2004 – of the Council of Europe on criminal matters and the judiciary, both in Albania and abroad.

Prof. Dr. Artan Hoxha is the author of a series of monographs and research papers and co-author of the Commentary on the Criminal Procedure in the Republic of Albania.

In 2015, the Confucius Institute was registered as a Main Unit at the University of Tirana. In its management structure, this Institute has:
